There are still some subscription libraries in the UK, but there are a good number of public libraries which are free to use. They also host community activities, particularly for schools and the like.
However, with the austerity meaning that central government have restricted funding, many have closed and others are struggling.
There is now talk about returning to subscription libraries, but as the reading dynamic has changed so much over the last decade, the question is whether going to subscription could ultimately disconnect them from the society they serve, and possibly hasten their demise. http://www.bbc.co.uk/news/uk-england-nottinghamshire-35831853
